WebDva is just an all-around strong character. She doesn't really hard-counter anything, but she's extremely annoying to deal with. She's mostly good for shutting down the attacks of high burst damage opponents (Hanzo, Widow, Bastion, Pharah, Reaper, Hog) so that your DPS can take care of them safely.
